Giro d’Italia winner Richard Carapaz is not able as his visa hasn’t yet been issued in time to compete in the Tour of Britain.
Movistar riders Carapaz has raced since winning in June in Italy.
26, the Ecuadorian, had been put to race next to lecture of Britain debutant and team-mate Mikel Landa.
Carapaz will combine Team Ineos from the 2020 season, after registering a final deal this week.
Movistar said in a statement:”Sadly, and despite the Movistar Team following all procedures, Richard Carapaz’s visa for the Tour of Britain has not been granted in time for him to travel to the race, even Hector Carretero will soon be replacing that the Ecuadorian.”
In linking Team Ineos, Carapaz joins up with three other Grand Tour winners – Egan Bernal, Chris Froome and Geraint Thomas – as well as Ben Swift, that signed a contract extension on Friday.
